BACKGROUND INFORMATION:

In December of 2021 Vickrey & Associates completed a conceptual design study for trails along Alligator Creek both east and west of IH-35. The east section of the trail begins at IH-35 and proceeds along Alligator Creek and FM 1101. The intent of the project is to develop a trail system generally along the Alligator Creek corridor within private property and connecting to existing pedestrian improvements within City and TxDOT right-of-way (ROW) making connections to the Town Center at Creekside and adjacent developments. 

 

On February 27, 2023 City Council approved an Ordinance extending the Creekside Tax Increment Reinvestment Zone (TIRZ) to include the limits of east Alligator Creek trail and allowing funding from the TIRZ for preliminary design of the project. Staff has requested a scope for professional services from Vickrey and Associates to continue preliminary design of East Alligator Creek. The services include schematic design, alternatives analysis, environmental documentation in support of the schematic work, public involvement support, hydrologic and hydraulic design, survey and ROW mapping, utility coordination, and subsurface utility engineering (SUE) necessary to support the design process.  The anticipate approach is a new paved 10 foot shared use path connecting the creek trail to various existing pedestrian facilities in TxDOT and City of New Braunels ROW. Vickrey & Associates has submitted a fee proposal for preliminary design services not to exceed $146,632.

 

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

Seek alternative funding sources and partnerships that extend city tax dollars.

 

FISCAL IMPACT:

Funding for this work has been approved by the Creekside TIRZ. Therefore, sufficient funds are available to approve this contract.

RECOMMENDATION:

Staff recommends approval for the City Manager to enter into an agreement with Vickrey and Associates for preliminary engineering of the Alligator Creek Trail East project and authorization for the City Manager to execute contract modification in accordance with the established purchasing policy.
