BACKGROUND INFORMATION:
Chapter 395 of the local government code requires municipalities to conduct a new study every five years. Each new study evaluates the established service areas, land-use assumptions, and proposed capital improvements to determine the maximum assessable fee for each service area. Legislative changes enacted on September 1st, 2025, established changes to public hearing timelines and a requirement for an independent financial audit.
ISSUE:
Provide the committee with information on the study timeline and the requirements of the committee in the study adoption.
