BACKGROUND INFORMATION:

Fire Station #5 was built in 1988 and currently houses one medic unit, one engine and six staff personnel.  The current station is not functional for the needs of the staff and has several safety concerns regarding PPE storage, PPE decontamination (washing), and vehicle entry into the station.  This project will include an update to the living quarters to include the kitchen and restroom facilities, and an exterior expansion area for proper PPE decontamination and storage and a workout area.  The outside areas will be improved as well to address the appropriate number of parking spaces and secured parking.

A solicitation for Construction Manager at Risk (CMAR) services was issued on September 5, 2023, and the City received three responses on October 12, 2023. City Staff reviewed the submissions and interviewed the top firm after consensus scoring. The evaluation committee unanimously selected Trimbuilt based on the scoring of their solicitation response and interview as the best construction manager for this project.

Trimbuilt submitted fees of $4,500 for pre-construction services, 4% for construction phase fees, and $114,870 for general conditions during construction. The Construction Manager’s Cost Limitation for construction is $1,476,900. In 2024, City staff expects to bring a Guaranteed Maximum Price to City Council for approval to proceed with construction.

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

FISCAL IMPACT:

Funding for the Fire Station #5 renovation was allocated in the 2022 Tax Note, therefore sufficient funds are available.
