BACKGROUND INFORMATION:

The City’s position reclassification process is conducted throughout the year as departmental operational needs arise. While most reclassification requests can be approved administratively, requests that result in changes to the City’s authorized Full-Time Equivalent (FTE) count require City Council consideration. Therefore, the following position modifications are recommended for City Council as the net impact is an increase of .25 FTE across the organization.

 

Economic and Community Development - Combine One Part-Time Regular Custodian Position and One Part-Time Event Attendant Position into One Full-Time Custodian Position:

The Civic and Convention Center has experienced ongoing challenges recruiting and retaining part-time regular staff, particularly for overnight shifts and other difficult-to-fill schedules. To improve scheduling consistency, strengthen staffing coverage during peak event periods, and enhance retention, the Director of Economic and Community Development has requested authorization to combine one part-time regular Custodian position and one part-time Event Attendant position into one full-time Custodian position. Previous changes from part-time to full-time positions within the department have resulted in improved retention and operational effectiveness.

 

The estimated annual cost increase of $4,660 will be absorbed within the Civic and Convention Center's existing Utilities budget. Finance has confirmed that sufficient funding is available within the department's existing budget, and no additional appropriation is required. Human Resources and City Management support this request.

 

Library - Reclass One Full-Time Librarian II Position into Two Part-Time Regular Library Assistant Positions:

The Library has requested authorization to reclass one vacant full-time Librarian II position into two part-time regular (.75 FTE) Library Assistant positions. This change will increase public service hours, provide greater scheduling flexibility, and better align staffing resources with operational needs across both library locations.

 

The two part-time regular Library Assistants will be based out of the Main Library but will serve both locations. One position will primarily support Youth Services, aligning with the responsibilities of the previously vacant Youth Librarian role, while the second position will focus on outreach services at Library Express in addition to providing desk coverage and programming support.

 

Based on the department’s cost analysis, which included full benefit costs for both full-time and part-time regular positions, the proposed structure is expected to generate annual salary and benefit savings while increasing total service hours. Depending on hiring placement, estimated annual savings range from approximately $8,600 to $22,800 compared to the previous Librarian II position. Human Resources and City Management support this request.

 

ISSUE:

Mid-year position modifications recommended by City Manager’s Office.

FISCAL IMPACT:

As stated above, there is no fiscal impact from these position modifications. While a slight increase in FTE is needed to facilitate the changes, collectively it is expected to create a cost savings.
