BACKGROUND INFORMATION:
At the May 11th City Council meeting, City Council directed the City Manager’s Office to bring forward a process for a full review of the City Charter. At the May 26th regular City Council meeting, the City Manager provided a presentation that included the following:
• Charter Review Commission composition structure(s)
• Charter Review Commission selection processes
• Recommended process for selecting outside legal support
• Draft timeline to review and propose amendments for a potential May 2027 election
Following discussion, Council indicated that additional time was needed to consider both the composition of the commission and the process for selecting commission members. Therefore, staff requests direction through formal action on the following matters:
1. Is there consensus that the commission should consist of seven total members, including six Council-appointed members and one at-large appointment by the Mayor?
2. Would Council prefer to appoint their representative directly or utilize an open application process?
3. Does council want to appoint an ad-hoc committee of Councilmembers to review the RFP responses for outside legal support?

Administrative costs associated with the commission and outside legal review will either be absorbed into the FY 2026 Adopted Budget and/or incorporated into the FY 2027 Proposed Budget.
