BACKGROUND INFORMATION:

 

City staff are working on several West San Antonio Street corridor projects. This presentation includes updates on the following segments.

 

West San Antonio Street (South Academy Avenue to Walnut Avenue) The City has been evaluating options to address this segment's premature failing pavement. The City engaged Terracon to perform a new geotechnical analysis and pavement section recommendation for the roadway. The Public Works and Transportation and Capital Improvements Departments evaluated the pavement designs based on estimated cost and time to construct. City staff recommend a proposed design that includes a full hot mix asphalt section that fully replaces the existing pavement section. This option is expected to be the most cost-effective and least time-restrictive to install. The Transportation and Capital Improvements Department plans to bid the project in early summer.

 

West San Antonio Street (Ferguson Street to Main Plaza) This project will improve safety and increase parking by reallocating lanes from four to two through lanes with turn lanes, updated parking, and new traffic signal operations. Based on the final parking configuration, the lane reallocation may potentially match East San Antonio Street from the Main Plaza to the Comal River. The City engaged Kimley Horn to conduct additional traffic analysis and prepare the final pavement marking and signing plans.

 

West San Antonio Street (Loop 337 to Krueger Avenue) This roadway segment will be rehabilitated as part of the 2023 Bond Citywide Streets Program.  The project is currently in the 60% design phase, with the final design expected at the end of this summer. Bidding is expected to occur this fall in coordination with New Braunfels Utilities (NBU). The segment from Krueger Avenue to South Water Lane will be fully reconstructed, including utility replacement as a joint bid with NBU.

 

West San Antonio Street (Spur Street to Walnut Avenue) This project is anticipated to begin design in early 2025 as part of the 2023 Bond Citywide Streets Program. This project's scope will be similar to previous sections of San Antonio Street to rehabilitate the roadway and make pedestrian improvements. The project will also be designed with the South Live Oak Avenue (Elliot Knox Boulevard to West San Antonio Street) project. The design of both projects is expected to include coordination with Economic and Community Development’s “West Side Plan.”
