BACKGROUND INFORMATION:
The New Braunfels City Council strategic priorities include using a variety of funding sources for operational and capital needs.
Therefore, City of New Braunfels’ (City) staff members submitted the following grant applications on behalf of several City departments:
Grant Applications
• Fire: (AACOG-SHSP) U.S. Department of Homeland Security, State Homeland Security Program - Regular Projects Grant for Program Year 2023, as administered by the Office of the Governor, Public Safety Office, Homeland Security Grants Division. Funding requested for purchase of emergency broadband equipment.
• Planning (Historic Preservation): (CLG-Travel) U.S. Department of the Interior, National Park Service, National Alliance of Preservation Commissions FORUM 2024 grant program, as administered by the Texas Historical Commission. Funding requested for travel stipends for individuals from Certified Local Governments (CLGs) to attend FORUM 2024.
• Police: (STEP-COMP) U.S. Department of Transportation, National Highway Traffic Safety Administration, State and Community Highway Safety Grant Program for Fiscal Year 2024, as administered by the Texas Department of Transportation, Traffic Safety Division. Funding requested for overtime salary costs of officers providing traffic-related law enforcement such as speeding offences by drivers of passenger vehicles.
• Police: (STEP-CMV) U.S. Department of Transportation, National Highway Traffic Safety Administration, State and Community Highway Safety Grant Program for Fiscal Year 2024, as administered by the Texas Department of Transportation, Traffic Safety Division. Funding requested for overtime salary costs of officers providing traffic-related law enforcement such as speeding offences by drivers of commercial motor vehicles.
• Police: (STEP-CMV) U.S. Department of Transportation, National Highway Traffic Safety Administration, State and Community Highway Safety Grant Program for Fiscal Year 2024, as administered by the Texas Department of Transportation, Traffic Safety Division. Funding requested for overtime salary costs of officers providing law enforcement of impaired driving offenses.
• Police: (AACOG-JAG) U.S. Department of Justice, Bureau of Justice Assistance, Edward Byrne Memorial Justice Assistance Grant Program for Program Year 2024, as administered by the Office of the Governor, Public Safety Office. Funding requested for purchase of digital forensics equipment and software.
All applications were subsequently approved by the granting agencies after the adoption of the City’s Fiscal Year 2023-2024 (FY 2024) annual budget. Therefore, Staff is requesting City Council approval for ratification of the grant applications, and authorization for the City Manager to accept funds and to execute all contract documents as applicable for award of the following grants:
Awarded Grants
• AACOG-SHSP: Total grant amount is $44,000; no City match requirement.
• CLG-Travel: Total grant amount is $3,264; no City match requirement.
• STEP-COMP: Total grant amount is $58,372.95; minimum 20% match requirement so maximum reimbursement to City is $46,236.
• STEP-CMV: Total grant amount is $48,904.20; minimum 20% match requirement so maximum reimbursement to City is $38,736.
• STEP-IDM: Total grant amount is $25,294; minimum 20% match requirement so maximum reimbursement to City is $20,000.
• AACOG-JAG: Total grant amount is $35,440; no City match requirement.
Additionally, the following budget amendments to the City’s FY 2024 Budget are recommended for City Council approval to incorporate the increased revenue and expenditures associated with the awarded grants into the Grant Fund.

ISSUE:
The proposed budget amendments support the City’s Strategic Priorities as follows:
Maintain fiscal stability of City operations.
FISCAL IMPACT:
The cumulative amendment impacts to Grant Fund revenues and expenditures are shown below. City match requirements are currently budgeted in the FY 2024 General Fund budget.
