Approval of a professional services agreement with Poznecki-Camarillo, Inc. to provide engineering services on South Kowald Lane from FM 1101 to IH-35 Frontage Road.

BACKGROUND / RATIONALE:

South Kowald Lane is an existing two-lane roadway between FM 1101 and IH-35 northbound frontage road that serves residential subdivisions and area schools. It is a minor collector on the thoroughfare plan and is an alternate route to State Highway 46 and FM 306. Recent development, mobility, and pavement needs have prompted a comprehensive analysis of the roadway in order improve the roadway, sidewalks, and drainage system.

The intent of the engineering services is to improve the existing two-lane roadway pavement and widen to add turn lanes, drainage improvements, and sidewalks,  generally within existing right-of-way (ROW).  Services include schematic design, alternatives analysis, environmental documentation in support of the schematic work, public involvement support, hydrologic and hydraulic design, survey and ROW mapping, utility coordination, and subsurface utility engineering (SUE) necessary to support the design process. Portions of the roadway have a parallel drainage channel serving a large drainage area and draining to channels in new developments that requires an extensive drainage study. There is also a major gas line crossing that requires subsurface investigation and coordination with the utility company. The intent of the project is to determine a cost estimate for future public-private partnerships to fund construction.

The anticipated approach is two-lane roadway adjacent to the channel, three-lane section with turn lane from Solms Landing to FM 1101, and improvements to the intersection with IH-35 northbound frontage road. The project tasks and review will be coordinated with Texas Department of Transportation.

On March 11, 2020 a task order was issued to prequalified professional engineers on the City’s IDIQ list. The City received responses on March 24, 2020. The responses were evaluated under four criteria:

                     Understanding of the project and project approach

                     Experience in providing similar services for the City of New Braunfels, Texas Department of Transportation and other agencies, and success in performing this service

                     Proposed personnel including relevant experience, background, qualification, TxDOT precertification and task assignment

                     Proposed timeline of project and tasks

 

Poznecki-Camarillo, Inc. scored the highest of the respondents. The City then engaged with Poznecki-Camarillo in developing the scope and fee. The fee for this work is $248,632 on an hourly-not-to-exceed contract.

FISCAL IMPACT:

There is sufficient funding in Roadway Impact Fee Service Area 6 Fund to cover the contract amount. Funding for construction will be determined based on project priority, potential development participation, and available funds in the Roadway Impact Fee Service Area Fund.
