BACKGROUND INFORMATION:

Staff received a request from a property manager within the 100 block of N Washington Avenue to be added to existing Parking by Permit Area C. The area consists of single-family homes and is near the Comal River Recreation Area. Parking by Permit Area C was initially established to help with parking congestion caused by people trying to access the Comal River through public access at Prince Solms Park and visitors to Schlitterbahn Waterpark.

 

A signed petition has been received from the property manager requesting the east side of N Washington Avenue between Common Street and E Main Street be added to Parking by Permit Area C. The enforcement time period for Area C is between the hours of 8:00 a.m. and 8:00 p.m. from May 1st through September 30th.

 

Property owners or residents from all three properties have signed the petition. Two-thirds of the property owners are required to sign to validate the petition, and therefore staff recommends approval at this time.

 

The proposed designated parking by permit area is one side of one contiguous block. More than two thirds of the affected residents have submitted a signed statement of the following for the initial requested area:

 

We the undersigned are residents and/or property owners of the proposed designated permit area described in this application. We understand that: (i) if this area is designated, certain restrictions will be placed upon on-street parking within the area; (ii) residents and/or residential property owners of the area will be entitled to obtain a limited number of parking permits exempting their vehicles from such parking restrictions, but if a resident and/or property owner owns a vehicle without having a permit displayed, that vehicle will be subject to the parking restrictions; (iii) parking permits will be issued for a term of one year and require replacement each year; (iv) the cost of issuing the annual parking permits will be paid by the residents and/or property owners.

 

The public hearing will be at a future City Council meeting and notices will be sent in advance of the meeting. The requested permit area meets the area requirements in the City of New Braunfels Code of Ordinances.

 

ISSUE:

Residents of the east side of the 100 block of N Washington Avenue have signed a petition to be added to existing Parking by Permit Area C.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2024 approved streets and drainage budget.

Transportation and Traffic Advisory Board

The Transportation and Traffic Advisory Board unanimously recommended approval at their August 10, 2023 meeting.

Staff recommends amending Parking by Permit Area C to include the east side of N Washington Avenue between Common Street and E Main Street. The number of signatures meets the petition requirements in the City of New Braunfels Code of Ordinances.
