BACKGROUND INFORMATION:
The Landa Park Golf Course Bunker Renovation Project includes installing a permeable concrete liner in each bunker to improve drainage and reduce maintenance needs. These improvements shorten course closures after rain events, enhance player satisfaction, and decrease staff maintenance time. Because the Golf Course operates as an Enterprise Fund, the project provides long-term economic benefits through increased revenue and reduced expenses.
The City issued a Request for Proposals on February 10, 2026, requesting that each contractor provide a per-bunker cost breakdown, a total amount to renovate all 36 bunkers across the golf course, and to ensure maximum utilization of the budgeted funding. On March 17, 2026, the City received three responses. Staff evaluated the responses based on qualifications and cost. Staff recommended Landscapes Unlimited, LLC, as the most qualified competitive bid.
The Landscapes Unlimited, LLC, total bid submitted on March 17, 2026, was $799,970.34 to complete all the bunkers. While finalizing the contract agreement with Landscapes Unlimited, LLC, they provided a best and final bid amount of $785,656.69 for the full project, which included $347,185.57 for the Phase 1 portion of the project (west side of property) and $438,471.12 for the Phase 2 portion of the project (east side of property).
On April 13, 2026, City Council approved a contract award to Landscapes Unlimited, LLC, for Phase 1 of the Landa Park Golf Course Bunker Renovation Project at a base contract value of $347,185.57 and $16,814.43 in contingency. Phase 1 included the bunkers on the west side of the golf course. Phase 1 was paid using $400,000 budgeted in FY 26. FY 26 funding also paid for the new sand for the bunkers, which was purchased directly by the City at an estimated cost of $36,000. Landscapes Unlimited, LLC, is currently projected to be within the approved Phase 1 budget. Details of the Phase 1 costs are detailed below.

The Landscapes Unlimited, LLC, bid for Phase 2 is $438,471.12. Additionally, a $21,528.88 owner’s contingency is requested. Details of the Phase 2 contract amendment are detailed below.
The new sand for the Phase 2 bunkers will be purchased directly by the City at an estimated cost of $40,000.

The Landa Park Golf Course has $500,000 appropriated in the FY 2027 Adopted Budget to complete Phase 2 of the bunker renovation project.

FISCAL IMPACT:
Funding for Phase 2 of the project described above has been incorporated in the FY 2027 Adopted Budget for Landa Park Golf Course as part of the Golf Course Enterprise Fund. $500,000 was budgeted, therefore, sufficient funds are available.
