BACKGROUND INFORMATION:
At their meeting on September 12, 2022, City Council voted to postpone the item to September 26, 2022, at the request of the Park Ridge Estates Homeowners Association.
Staff received a formal written request from the Park Ridge Estates Homeowners Association (HOA) for a loading zone in Park Ridge Estates on Jester Ridge in front of the mailbox near the intersection with Flintshire Drive. The HOA has concerns about parked vehicles blocking access to the mailbox and causing residents to park in the intersection in order to retrieve mail. A street area layout showing the proposed loading zone area and photos of vehicles parked in the area provided by staff and the HOA are attached.
ISSUE:
The Park Ridge Estates HOA has contacted the City regarding vehicles parking on Jester Ridge in front of the mailbox and blocking access to the mailbox for residents.
FISCAL IMPACT:
Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2023 approved Streets and Drainage budget.Recommendation

The Transportation and Traffic Advisory Board recommended denial 4-2 at their August 11, 2022 meeting.
Staff
Staff does not recommend a loading zone on Jester Ridge in front of the mailbox.
