BACKGROUND INFORMATION:

The NB ELKS Lodge #2279 was previously awarded two grants by the TIRZ 3 Board:

Grant 1: Design & Spec for Fire Sprinkler System, Fire Alarm Flow Test, & Installation of Fire Alarm System

TIRZ 3 Approved: 3/31/25

City Council Approved: 4/28/25

Amount of Grant: $7,943.75 - encumbered to TIRZ 3 Fund

Grant 2: Installation of Underground Fire Line

TIRZ 3 Approved: 6/25/25

City Council Approved: 8/11/25

Amount of Grant: $11,225 - encumbered to TIRZ 3 Fund

The Downtown Business Improvement & Preservation Grant Policy outlines that grant projects are to be completed within 12 months from permit approval date. The permit for Grant 1 was approved May 30, 2025 and the plumbing permit for Grant 2 was approved August 5, 2025. In early March 2026, the grant applicant indicated the project would not meet the May 2026 and August 2026 deadlines.

Due to the complexity and breadth of the projects, the TIRZ 3 Board unanimously approved the first extension of the grant process at its March 30, 2026 meeting. A new completion date of December 31, 2026 was assigned. The Board directed that further extensions would need to be requested by the applicant, in-person, at a TIRZ 3 Board Meeting. Details of the initial extension were provided to the applicant in a signed agreement - as attached to this agenda item.

Representatives from NB ELKS Lodge #2279 will be present to request and explain the reason for the second extension request.

ISSUE:

The original grant extension is set to expire December 31, 2026; an additional request is being made to further extend the grant process.
