BACKGROUND INFORMATION:
During the development of the 2023 Bond program, City staff engaged KCI Technologies (KCI) to complete a preliminary engineering report and schematic design of Kohlenberg Road as part of the Transportation Proposition. City staff recommends retaining KCI to complete the final construction documents to widen Kohlenberg Road from an existing 2-lane to a 4-lane divided roadway from IH 35 to FM 1101. The recommended scope will include turn lanes, drainage infrastructure, a new traffic signal at FM 1101, and pedestrian and bicycle accommodations. KCI’s scope will also include utility coordination necessary to complete the project as well as coordination with adjacent developers and existing businesses.
On August 3, 2023, the New Braunfels Economic Development Corporation took final action to fully fund the proposed contract modification in the amount of $1,308,404.
ISSUE:
Continue an ongoing program of infrastructure, construction, and maintenance.
FISCAL IMPACT:
The NBEDC has adequate funds for this project expenditure.

RECOMMENDATION:
Staff recommends approval to authorize the City Manager to execute a contract modification with KCI Technologies in the amount of $1,308,404 for final plans, specifications and estimates of Kohlenberg Road.
