BACKGROUND INFORMATION:
The South Kowald Lane Improvements Project is one of the approved projects in Proposition A of the 2023 Bond Program. The proposed project will expand the existing roadway to include a center turn lane between IH 35 and FM 1101. The project will add turn lanes and upgrade traffic signals at key intersections. Pedestrian improvements will include installing sidewalks on both sides of Kowald Lane. The project will also improve the drainage infrastructure.
ISSUE:
To complete this project, the City must acquire right-of-way, drainage easements, sight distance easements, and temporary construction easements from approximately 12 parcels. The City is contracted with Cobb Fendley to provide right-of-way acquisition services for this project. Appraisals will be obtained to confirm fair market value, and offers will be sent to property owners.
The expenditure will be used to purchase right-of-way, sight distance easements, drainage easements, and temporary construction easements, along with any damages for improvements (fencing, landscaping, etc.) affected by the acquisition.
