BACKGROUND INFORMATION:
Connections Individual Family Services is requesting a waiver of development-related fees for their project at the intersection of West San Antonio Street and North Mesquite Avenue, currently addressed as 1414 West San Antonio Street. Attached is their letter of request. Subsequent to receipt of their letter which only requested a waiver of permitting and plan review fees, they requested drainage/engineering review fees also be waived.
Connections is a not-for-profit entity that provides services to the community and relies on local contributions and assistance for support. City Council has waived development fees in the past for Habitat for Humanity (9/22/2014), Hope Hospice (5/26/2015), and New Braunfels Food Bank (01/25/2016).
FISCAL IMPACT:
Review fees cover the cost to review applicant-submitted project designs to ensure they meet the adopted International Code requirements, and the associated processing of a case or project. The project fees for Connections are estimated to be:
• Plan review fee: $ 4,257.00
• Permit fee: $17,029.00
• Technology fee: $ 510.00
• Engineering review fee: $ 2,500.00
Total Estimate = $24,296.00 (not including any resubmittal charges)
Recommendation
RECOMMENDATION:
Costs associated with fee waiver requests are often covered by alternative community funding sources when available. Connections was recently awarded $1,000,000 in ARPA funds for their planned project, and they have submitted an application for an additional $100,000 in CDBG funding.
