BACKGROUND INFORMATION:

As part of the ongoing Citywide Street Improvements project approved in the 2023 Bond, the McQueeney Road improvements project included a mill and overlay of the roadway and selective repair of base materials along with the installation/replacement of curb ramps and sidewalks from IH-35 Frontage Road to County Line Road.

A solicitation for competitive sealed proposals was issued on August 13, 2024, and the City received four (4) proposals on September 26, 2024. City Staff reviewed the proposals and selected Dean Word Company, Ltd. as the best value after consensus scoring.

City Council approved a contract with Dean Word Company in the amount of $1,065,623.65 for the planned improvements on November 12th,2024 along with a 7% owners’ contingency of $74,593. The total approved construction amount for roadway improvements was $1,140,216.65.

Upon completion of the roadway milling, the pavement design was reevaluated based on the observed conditions. The base material showed more repair was needed in some areas than was initially specified, and some areas were in better condition than expected. City Staff and the City’s consultant, in conjunction with their geotechnical partner, specified a change to the pavement design to address the more widespread base failure. The modified pavement design resulted in a project change order of $66,974.25. Staff recommends an additional owner’s contingency of 3% in the amount of $31,969.00 to provide for any additional costs needed to complete the project. This will bring the project's total contingency to 10%, which is within the City’s normal range of requested contingency.
