Approval of a contract with FleetCor Technologies Operating Company for the provision of Citywide fleet fuel services.

BACKGROUND / RATIONALE:

A procurement team consisting of the City of New Braunfels, New Braunfels Utilities (NBU), New Braunfels Independent School District, and Comal Independent School District was formed in 2013 for joint fleet fuel services, allowing all members of the team to benefit from lower pricing associated with combined higher volume purchases. All participants are currently contracted with FleetCor Technologies Operating Company (“FleetCor”), previously Texas Fleet Fuel, for a variety of fleet fuel services such as fleet fuel card services, and the purchase of related fuel products.

 

FleetCor was awarded a cooperative contract with Region 4 Education service Center/National IPA, on February 21, 2017.  The City of New Braunfels has an interlocal agreement with Region 4 Education Service Center/National IPA thereby meeting the procurement requirements of LGC 271.102.  Participation in this contract allows national leverage pricing. 

 

The current joint participation contract expires on December 31, 2018; the City has negotiated a new contract on behalf of the procurement team that will be effective on January 1, 2019 through March 31, 2020 utilizing the cooperative contract.

 

The City currently pays $0.10 cents per gallon above the rack refiner price. The new contract price fuel price will remain the same with an additional of $0.005 to support the cooperative contract fee. Therefore, the new contract price will be $0.105 cents per gallon above the rack refiner price.

FISCAL IMPACT:

Funding for the contract described above has been incorporated into the FY 2018-19 Adopted Budget; actual invoiced costs are paid from the associated departmental budgets. Therefore, sufficient funds are available for the referenced annual contract.
