BACKGROUND INFORMATION:
The City of New Braunfels established the Roadway Impact Fee Ordinance in 2007 and is authorized to enact or impose impact fees on land within the corporate boundaries as charges or assessments imposed on new development in order to generate revenue for funding or recouping the costs of capital improvements or facility expansions necessitated and attributable to the new development
The City is required to review land use assumptions and the roadway impact fee capital improvements plan at least every five years. Changes to land use assumptions or capital improvements plan projects and costs result in a recalculation of the maximum assessable fee and an update to the Roadway Impact Fee Study. The study also includes the methodology for roadway impact fees and details on capital improvements projects.
The Roadway Impact Fee Advisory Committee (RIFAC) reviews this information and recommends to City Council updates to the land use assumptions and capital improvements plan and adoption of the associated roadway impact fee study. The RIFAC also recommends to City Council the collected rate and an effective date.
The City contracted with Kimley-Horn in July 2025 to conduct the update to the Roadway Impact Fee Study. The City published the study draft and made it publicly available on the City website on June 25, 2026, and posted an update on July 27, 2026. The RIFAC received presentations and held discussions on May 4, 2026, August 18, 2026, and September 15, 2026. The RIFAC will hold an additional meeting on October 1, 2026, and a public hearing on October 13, 2026, to formalize its recommendation to City Council on updating the land use assumptions and the roadway impact fee capital improvements plan.
City Council will hold a public hearing on October 26, 2026, and consider approval of changes to the land use assumptions and capital improvements plan in accordance with the procedures outlined in Texas Local Government Code, Chapter 395.
The public hearing for the updated collected roadway impact fees and when updated fees go into effect is tentatively scheduled for November 9, 2026.
