BACKGROUND INFORMATION:

The Alamo Area Metropolitan Planning Organization (AAMPO) Citywide Pedestrian Improvements Phase 2 Project will address sidewalk and shared-use path improvements, including gap completion, ADA-compliant crossings, intersection enhancements, pavement markings, and signage to improve connectivity and pedestrian safety for the following roadways:

- N. Grape Avenue

- N. Plum Avenue

- N. Peach Avenue

- Avery Parkway

- Hanz Drive

AAMPO has pledged $4.2 million toward 80 percent of the project's construction costs, with the remaining 20 percent to be matched by the City of New Braunfels. Construction is expected to take place in 2028.

The City selected Freese and Nichols using the task order process for the Indefinite-Quantity Indefinite-Delivery (IDIQ) for professional services.  Twelve responses were received and evaluated based on qualifications.  Freese and Nicols was selected as the most qualified vendor.

On May 21, 2026, the New Braunfels Economic Development Corporation (NBEDC) approved an amount not to exceed $405,000 for the completion of the plans, specifications, and cost estimates. The City Council approved the resolution on June 22, 2026.  Freese and Nichols submitted a scope and fee of $374,417 for the requested services. The additional $30,583 is reserved for additional engineering services if determined during the design process.
