BACKGROUND INFORMATION:
In May of 2019, the City identified a need to hire an experienced professional consultant to assist in preparing an Americans with Disabilities Act (ADA) Transition Plan. Working with City personnel, the Transition Plan consists of the consultant evaluating the City’s compliance with ADA Title II regulations and other applicable federal and state regulations by conducting self-evaluation inspections of City policies, infrastructure, facilities, and technology. Due to the scope of the Transition Plan, it was planned to be approached in phases over multiple years.
On June 19, 2019, City Council approved a contract with Pape Dawson Engineers, inc. to work on an initial phase of the project to prepare a self-evaluation and data collection strategy. On January 1, 2021, City Council approved the continuation of Pape Dawson’s work on the ADA Transition Plan. This work included evaluations of policies and procedures, field collections for right-of-way and facilities, and drafting the preliminary ADA Transition Plan.
On April 8, 2024, City Council approved Pape-Dawson to continue working on the ADA Self Evaluation and Transition Plan. This work included continued evaluations of policies and procedures, field collections for right-of-way and facilities, and data processing and analysis.
The fiscal year 2025 budget included $500,000 for the continued ADA Self Evaluation and Transition Plan development. The City received a Safe Streets for All grant to supplement City funding towards the completion of the ADA Self Evaluation and Transition Plan. The City is using $175,000 of the FY 2025 budgeted funds as the match for the grant.
Pape-Dawson has prepared a scope of work to utilize the remaining $325,000 budgeted funds which includes continued right-of-way and facilities assessments and data collection, data processing and analysis, mapping and reporting and working towards a final draft ADA Self Evaluation and Transition plan.
Additional phases of the ADA Transition Plan may be required, in accordance with available funding, to fully complete the plan and to develop the ongoing measuring and tracking systems necessary to implement the plan.
ISSUE:
Improve mobility by identifying needed improvements. Ensure compliance with state and federal regulations.
FISCAL IMPACT:
Funding for this project is provided through the FY 2025 Adopted Budget. Therefore, sufficient funds are available for this project as described above.

Approval of a contract modification with Pape Dawson Engineers, Inc. to continue the City’s Americans with Disabilities Act Transition Plan for a not to exceed amount of $325,000.
