BACKGROUND INFORMATION:

In April 2021, the City of New Braunfels was fortunate to receive an allocation of funds in the amount of $10,995,314 from the U.S. Department of the Treasury’s (Treasury) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program, a part of the American Rescue Plan Act (ARPA). The SLFRF-ARPA program provides funds to state, local, and Tribal governments across the country to support their response to, and recovery from, the COVID-19 public health emergency.

 

Utilizing a portion of the funds, the City created a grant program to provide funding to non-profit organizations for capital improvement and construction projects within City limits e.g., facility renovations and multi-family housing development. Consistent with an established City process, a competitive Request for Application was available to non-profit agencies and other eligible entities from May 2022 to June 2022.

 

After an extensive process, City Council approved 9 grant awards on February 13, 2023, for applications that had been submitted by 8 local non-profit organizations for a variety of projects. One of the applicants, Communities in Schools of South-Central Texas (CIS) had applied in partnership with another local agency, New Braunfels Youth Collaborative (NBYC), for their joint ‘New Braunfels Youth Center’ (Youth Center) project, awarded $1.5M in ARPA funding.

 

In a cooperative effort, CIS provided their administrative support during the application and contract development process, and NBYC will manage the construction activities and subsequent operation of the Youth Center. As such, CIS has requested that the executed contract be assigned to NBYC so that NBYC may assume all contractual requirements as outlined in the terms and conditions.

 

If approved by City Council, the City Manager will formalize the assignment of the contract by executing the associated documentation, and all terms and conditions will remain in effect for the duration of the contract.

 

 

 

 

 

ISSUE:

The proposed contract assignment supports the City’s Strategic Priorities as follows:

Quality of Life.

 

 

FISCAL IMPACT:

There is no direct fiscal impact to the City for the assignment of an ARPA-funded award as this is an allocation of federal funding.
