BACKGROUND INFORMATION:
On September 22, 2025, City Council approved a contract in the amount of $789,131.00 with STV, Inc to complete the final plans, specifications, and estimates (PS&E) for the roadway and pedestrian improvements on Solms Road from IH35 frontage to FM482. The proposed improvements would widen Solms Road from a 2-lane road to a 3-lane road with sidewalks, other pedestrian improvements, and a traffic signal at the intersection of FM482.
During the initial phase of final design, the traffic analysis identified the need for turn lanes to be added on FM 482 to allow the proposed traffic signal to function efficiently. TxDOT, City, and STV staff reviewed the traffic data and determined that widening the FM 482 and Solms Road intersection at all four corners would result in sufficient width for adding the turn lanes. The proposed traffic signal and turn lanes would also coordinate with the existing traffic signal at IH-35 for an overall improvement in traffic movement on Solms Road and FM 482 and possible carbon reduction.
The Solms Road project is receiving Alamo Area Metropolitan Planning Organization (AAMPO) funding which requires the project to go through full TxDOT review and coordination. The project is also being coordinated with TxDOT’s Solms Road and IH-35 project that is in the early stages of design. The City and TxDOT have been actively coordinating on the exact project limits of each project to help offset the construction costs of the widening at the intersection of FM 482 and Solms Road.
The contract modification for the additional design services for the effort stated above would be $237,102.00. The widening requires additional services in most design phases including but not limited to survey, geotechnical evaluation, environmental evaluation, drainage design, roadway design, traffic control design, and utility investigation and coordination.
