BACKGROUND INFORMATION:

The New Braunfels Fire Department currently has sixteen (16) Pierce and Siddons-Martin provided fire apparatus. Preventive Maintenance (PM) is important to prevent mechanical failures and maintain a reliable fleet. Currently the department is operating under an existing contract with Siddons-Martin Emergency Group to provide PM of fire department heavy apparatus. Siddons-Martin Emergency Group is the exclusive dealer for the service, parts, and warranty of the Pierce apparatus equipment and is the locally authorized service representative for Pierce. The current contract will expire on September 31, 2026 with no options to renew.  Therefore, staff are requesting a new contract with Siddons-Martin with a one (1) year term and two (2) automatic one (1) year renewals, for a maximum 3-year term. The contract will require Siddons-Martin Emergency Group to perform bi-annual maintenance on all components of the trucks to manufacture specifications, reporting and making recommendations for any repairs needed.

 

The City will utilize BuyBoard and Houston-Galveston Area Council (HGAC) cooperative agreements which have been cooperatively procured to support the services on this contract. This equipment will be on a 6-month or annual maintenance schedule which will include other repairs as required. The contract will be established with an estimated aggregate not-to-exceed amount of $500,000 over the 3-year term. 

 

 

ISSUE:

To maintain fiscal stability and reliability of fire department apparatus to continue to ensure the protection of citizens’ lives and property.

The cost for services has been included in the proposed FY 2027 budget for Fire Department vehicle maintenance.

 

Recommendation

RECOMMENDATION:

Staff recommends approval of a contract with Siddons-Martin Emergency Group to perform bi-annual preventative maintenance on Pierce emergency apparatus and equipment and make repairs as authorized to support the fire department.
