Approval to authorize the City Manager to execute an Interlocal Agreement with the Harris County Department of Education - Choice Partners Cooperative in accordance with Texas Government Code 791, Texas Interlocal Cooperation Act.

BACKGROUND / RATIONALE:
In accordance with Texas Government Code Chapter 791, “Texas Interlocal Cooperation Act”, this item requests approval for the City Manager to enter into an interlocal agreement with Harris County Department of Education - Choice Partners Cooperative. Choice Partners is a national purchasing cooperative administered by Harris County Department of Education (HCDE) as the lead agency.
This interlocal agreement with Choice Partners offers procurement and contract solutions that will allow the City to take advantage of bulk pricing for various commodities and services. By utilizing this agreement, the Cooperative will handle all governmental procurement requirements including the competitive bidding process, so the City can immediately access contracts as we need, saving time and money on the bidding and purchasing process. The City of New Braunfels utilizes several similar cooperatives, which adds capacity to the purchasing process without the expense of adding staff. There is no charge to be a member of the Choice Partners Cooperative.

FISCAL IMPACT:
Goods and services purchased through this agreement will be paid through the department’s budgets that take advantage of this contract. Use of these agreements helps facilitate purchases at the least cost.
