BACKGROUND INFORMATION:
Connections Individual Family Services is requesting a waiver of Roadway Impact Fees for their project at the intersection of West San Antonio Street and North Mesquite Avenue, currently addressed as 1414 West San Antonio Street. Attached is their letter of request. Subsequent to receipt of their letter which only requested a waiver of permitting and plan review fees, they requested roadway impact fees also be waived pursuant to the procedures provided in the Code of Ordinances, Chapter 100-Roadway Impact Fees, Sec. 100-23, Relief Procedures:
(b) The council may grant a variance or waiver from any requirement of this chapter upon written request by a developer or owner of property subject to this chapter, following a public hearing, upon finding that a strict application of the requirement would not be in the best interests of the city or would be inconsistent with city policy. The council may deny a variance, grant the variance in whole or in part, or approve the variance with conditions.
ISSUE:
Connections is a not-for-profit entity that provides services to the community and relies on local contributions and assistance for support.
FISCAL IMPACT:
Roadway impact fees are collected to finance public facilities and infrastructure, the demand for which is generated by the new development. The Roadway Impact Fees for Connections are estimated to be: $8,299.00.
Recommendation
RECOMMENDATION:
Costs associated with Roadway Impact Fee waivers are often covered by alternative community funding sources when available. Connections was recently awarded $1,000,000 in ARPA funds for their planned project, and they have submitted an application for an additional $100,000 in CDBG funding.
