BACKGROUND INFORMATION:

The City of New Braunfels issued a Competitive Sealed Proposal on November 4, 2024 for landscape maintenance services at City facilities and parks. Proposals were opened on December 2, 2024, and seven (7) responses were received. These services consist of mowing, trimming, edging, shredding, planting, mulching, plant debris/litter, and weed control.

 

City staff evaluated the proposals received to determine the best value for the City. Award criteria factors considered were overall cost; proposer’s qualifications, abilities and references; quality of proposed goods and/or services; and quality and quantity of equipment as it relates to the scope.  Landscape Commander was the overall highest ranked submission received.  Landscape Commander LLC is the city’s current contractor and has been performing these services satisfactorily for the City since 2014. The initial term of the contract will be through September 30, 2025 and the estimated spend for the remainder of FY will be $175,000.  The bid allows for four (4), one-year options to renew this contract, based on capacity and need for the City. Pricing per location will be based on the attached Pricing Schedule.

 

ISSUE:

City Facilities, Parks, and various right of ways managed by the City require routine landscape maintenance to ensure visually appealing and safe environments. City staff have been supporting this need through a 3rd party contract.

FISCAL IMPACT:

Funds are allocated within the FY 2025 budget for landscape services. Future services provided under this contract will be allocated out of the appropriate City budgets upon approval of those budgets.

Staff recommends approval of the contract with Landscape Commander, LLC.
