DISCUSSION:

Currently there are expenses to the River Fund for seasonal staff, Police overtime, and litter and trash clean up at Cypress Bend Park, but there is no revenue generation. Paid parking would be a way to generate revenue to offset the expenses occurred at this location. City residents would receive free parking at this location with a valid Resident River Parking Pass. City Staff hopes that by adding paid parking for nonresidents, parking will be available for residents to enjoy Cypress Bend Park more frequently.

One challenge to paid parking at Cypress Bend is the entry road Jesse Guerrero Circle, which currently has about 25 undefined parallel parking spaces. To charge for parking, the spaces must be striped and on an improved surface.

Recommendation

RECOMMENDATION:

City Staff recommends adding additional paved and marked parking spaces on Jesse Guerrero Circle and charging $20 per space at Cypress Bend Park to nonresidents, with free resident parking with a valid Resident River Parking Pass.
