Approval of a contract with Curran Contracting Company for the New Braunfels Regional Airport Taxilane Extension and Access Road Project and a contract with KSA Engineers, Inc. for Construction Administration Services and approval for the City Manager to authorize any project expenditures up to a 10 percent contingency.

BACKGROUND / RATIONALE:
Around the terminal area at the New Braunfels Regional Airport, there are two remaining development sites that can accommodate around 24,000 square feet of hangar space. On October 22, 2015, the NBIDC approved up to $2.4 million for a project to extend the corporate taxiway by four hundred feet (400’). The extension creates up to four new hangar sites and provide a road to access them. Based on the current demand trends and planned commitments, these sites will accommodate additional hangar development projects for the next five years.
Staff released a Request for Qualifications (RFQ) for firms to be pre-qualified to provide professional services to the City on an as-needed basis. On July 27, 2015, City Council approved KSA Engineering as one of the pre-qualified firms. KSA Engineering was determined to be the best qualified firm for the design of the extension to the Airport Taxilane.
KSA designed the project then the City released a request for Competitive Sealed Proposals. These proposals were received on Wednesday, March 14, 2018. A total of seven (7) bids were received. The bid form consisted of a base bid and two (2) alternates. The base bid included the taxilane extension, access road and drainage improvements. Additive alternate number 1 was for utilizing arch shaped RCP (reinforced concrete pipe) in lieu of round shaped RCP. Deductive alternate number 1 reduced the total length of the taxiway extension from 400 feet to 340 feet. City staff recommends moving forward with the base bid only. The bid documents included a minimum experience requirement for federally funded grant projects on airports. The experience information submitted by the three (3) lowest bidders was reviewed. Based on the review and discussions, it was determined that Denbow Company, Inc. and Cox Commercial Construction did not demonstrate that they meet the minimum experience requirements. Therefore, City staff recommends awarding the contract to Curran Contracting Company for the total base bid amount of $1,921,365.
City Staff recommends award of Construction Administration Services, which include Construction Materials Testing and a Resident Project Representative as required by TXDOT Aviation, in the amount of $200,559 to KSA Engineers.

FISCAL IMPACT:
Up to $2,400,000 to be paid by the NBEDC and up to $150,000 in reimbursement from the TXDOT/Federal Aviation Administration.
Recommendation
COMMITTEE RECOMMENDATION:
The EDC held a public hearing an unanimously approved an expenditure of up to $2,400,000 on October 22, 2015.
STAFF RECOMMENDATION:
