BACKGROUND INFORMATION:

The Landa Park Golf Course lease-purchased golf carts in 2020. The fleet is aged and needs to be replaced. The current fleet is experiencing increased maintenance costs, and the handling and appearance of the carts is declining rapidly. This creates a customer service impact for our guests.

 

The fleet was scheduled to be replaced in the FY 2026 budget year. Due to the increased expenses for cart repairs, and more rounds than originally forecasted, staff recommends replacing the fleet at this time.

 

Staff requested proposals for 64 new carts, one passenger cart and one utility cart from three major cart manufacturing companies, who have cooperative agreements, which will satisfy the competitive procurement requirements. Demo golf carts from EZ-Go, Club Car, and Yamaha each provided equipment for testing and evaluation. The vendors provided pricing with offsetting trade in values from the existing fleet.

 

The City is trading in the following equipment:

• Trade (64) 2021 EZ-Go RXV Elite carts **

• Trade (1) 2021 EZ-Go RXV Passenger Cart

• Trade (1) 2021 Cushman Tow Cart

• Trade (1) 2015 EZ-Go TXT Passenger Cart

 

After evaluation, it was determined that the EZ-Go will provide the overall best value for the City. The City will utilize EZ-Go through a cooperative contract with BuyBoard which was competitively bid.  The purchase includes, Golf Carts (64) EZ-Go RXV with Lithium Batteries and GPS, (1) EZ-Go RXV Passenger 2+2 Cart with Lithium Batteries, and (1) EZ-Go Gas Utility Hauler for a total of $718,489.54, less trade of above listed vehicles -$203,000. The total cost for all equipment is $515,489.54. Delivery would be expected 60-90 days from the order date, approximately late April 2025.

 

Budget Amendment- The Golf Course budget strategy over the past several years was predicated on setting aside enough reserves annually to fully support the replacement of all maintenance equipment as well as the golf cart fleet. A budget amendment is required to draw funding from the Golf Fund reserves to the FY 2025 Golf capital budget to support the purchase of a new golf cart fleet.

ISSUE:

Recommendation

RECOMMENDATION:

The Landa Park Golf Course Advisory Board unanimously voted to purchase the above listed items. This meeting was held on July 30, 2024.
