BACKGROUND / RATIONALE:

Council Districts:  3 and 4

 

The Public Works Department received a request from City Council to establish a No Through Truck restriction on Oakwood Boulevard from Loop 337 to Lakeview Boulevard. Ordinance 2017-62 restricts through truck traffic on California Boulevard and Lakeview Boulevard, due to concerns related to truck traffic at the Eden Hill and NBU Headwaters at the Comal construction sites located along Lakeview Boulevard.

 

Through truck restrictions apply to any truck that is traveling on these roadways not bound for a destination along Oakwood Boulevard. Delivery or service trucks driving to a destination along this route are not prohibited from these roads because they are not through traffic.

 

Large trucks should not be driving in residential areas and their use on local streets is discouraged; however, city staff did not observe nor anticipates issues that would be addressed with the proposed truck restriction. Staff does not recommend the creation of a through truck traffic restriction on Oakwood Boulevard at this time. If issues do arise and confirmed, the City Engineer has the authority to create a through truck restriction.

 

ADDRESSES A NEED/ISSUE IN A CITY PLAN OR COUNCIL PRIORITY:

2006 Comprehensive Plan: Transportation Goal 21: Provide a system of convenient and safe transportation facilities through comprehensive, cooperative and continuing transportation system planning and development.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY17-18 approved Public Works budget.

 

Recommendation

COMMITTEE RECOMMENDATION:

This item was presented to the Transportation and Traffic Advisory Board at their meeting on September 14, 2017. The board did not recommended approval of restricting through truck traffic on Oakwood Boulevard between Loop 337 and Lakeview Boulevard on a motion that carried unanimously.

 

STAFF RECOMMENDATION:

Staff does not recommend restricting thru truck traffic on Oakwood Boulevard from Loop 337 to Lakeview Boulevard at this time.
