BACKGROUND / RATIONALE:

Solid waste collection vehicles are operated throughout the City on the smallest and largest roadways.  The drive safe system monitors the driver and up to seven other cameras around the vehicle.  If there is an accident, a close call, or unsafe driving behavior the monitoring company is alerted and notifies a specific supervisor with the Solid Waste and Recycling Division.  The supervisor is then able to address the situation in the appropriate manner.  There are currently eight vehicles that have this technology installed and it has resulted in denial of several damage claims and the reduction of many return services.  However, we have missed many opportunities for the same results because the other twenty-one (21) vehicles do not have this technology.  It also provides Automatic Vehicle Locator (AVL), real time alerts, and customized reporting for routing.

As part of the FY 2017-2018 Budget, staff recommended the purchase of twenty-one (21) camera kits to outfit the remaining fleet. Texan Waste Equipment, Inc., dba Heil of Texas is a Buyboard Cooperative vendor and satisfies the competitive procurement requirements.  The total amount for this equipment purchase including Buyboard fees is $167,958.

FISCAL IMPACT:

The FY 2017-18 Adopted Budget approved $168,000 in funds for the drive safe camera system purchase.  The purchase of the 21 camera kits will be an expense of $167,958 which will cover the camera kits and five years of monitoring service.
