BACKGROUND INFORMATION:

The New Braunfels City Council strategic priorities include using a variety of funding sources for operational and capital needs. Therefore, Staff submitted a grant application to the U. S. Department of Justice FY 2023 Bulletproof Vest Partnership (“BVP”) program for the purchase of bulletproof vests for the New Braunfels Police Department (“NBPD”) during the City’s Fiscal Year 2024. The application was approved by the agency on October 2, 2023; therefore, Staff is requesting City Council approval for the ratification of the grant application, and authorization for the City Manager to accept funds and to execute all contract documents associated with the award of the grant.

 

The total grant award amount is $44,040 with a 50 percent City match requirement. Therefore, the maximum amount that will be reimbursed to the City equals $22,020.

 

As such, the following budget amendment to the City’s FY 2024 Budget is recommended for City Council approval to incorporate the increased revenue and expenditures associated with the awarded grant.

                     Federal: $22,020

                     Interfund Transfers: $22,020

Increase Expenditures

                     Safety Equipment: $44,040

 

Staff is also requesting approval for the purchase of 40 bulletproof vests with trauma plates for a total cost of $94,150 from Angel Armor, LLC in FY 2024. The ballistic-resistant body armor provides protection for officers against injuries and fatalities caused by threats including, but not limited to, knives, handguns, and rifles.

 

Angel Armor, LLC is a verified sole source vendor for the requested equipment, therefore this purchase is exempt from competitive procurement requirements.

 

Of the total cost of the bulletproof vests, BVP grant funding will provide $22,020 and the balance, including the grant’s 50% city match requirement of $72,130 will be paid from the General Fund.

 

 

 

 

ISSUE:

Submission of the grant application described above supports the City’s Strategic Priorities as follows:

Use a variety of funding sources for operational and capital needs.

 

 

FISCAL IMPACT:

The total cost of the bulletproof vests is $94,150, of which the BVP grant will fund $22,020. The remaining cost has been included in the Police Department’s FY 2024 Adopted Budget, therefore, sufficient funds are available to support the purchase of the items as described above.
