BACKGROUND INFORMATION:

Staff is seeking direction on the possible relocation of a sport court at Timmermann Park.

 

The City entered into a development agreement with August Fields, LP on March 1, 2018. As part of this development agreement, the owner dedicated to the city a two-acre park with at least $250,000 in park improvements and dedicated a 10’ wide hike and bike trail from FM1101 to the park.  The City was responsible for the construction of a sports/basketball court at the park.

 

Location of Timmermann Park.

 

The park was dedicated to the City and City Council approved the naming of the park as “Timmermann Park” in 2021.

 

The sport court was constructed along the trail as indicated on the park plan. The court is approximately 40’ from the property line. Since the opening of the court, the adjacent homeowners have complained on the noise created by the bouncing balls as a nuisance. 

 

Staff looked at options to suppress the noise from the court and found the best option is to relocate the sport court to an area of the park more distant from homes. This will provide the most noise reduction and still offer a recreation amenity to park guests. The original court will be painted as an activity area including hopscotch and chalk art. Benches will be installed on the original court.

 

Once approved, construction of the court should take eight weeks.

ISSUE:

Staff is seeking to resolve an unintended consequence of nuisance noise from locating a sport court in proximity to homes.

 

 

FISCAL IMPACT:

The new sport court would be paid for by Park Development Fees. There is currently sufficient funding in PQUAD 2 to cover the estimated $55,000.

 

 

 

Recommendation

RECOMMENDATION:

Staff is seeking direction regarding relocation of the sport court and reuse of the existing court to reduce noise concerns from neighboring residents.
