BACKGROUND INFORMATION:

The City of New Braunfels is currently undertaking a new Land Development Ordinance: an update to the zoning, subdivision platting, historic preservation, and sign ordinances. The City is also in the early stages of updating its Comprehensive Plan, Envision New Braunfels, adopted in 2018. The first step in undertaking the comprehensive plan update is to conduct a GIS-Based Land Use Fiscal Assessment. Staff interview three consultant firms for the proposed scope of work.  and are recommending Verdunity as the best qualified candidate.  The cost for these services is not to exceed $75,000.  Work is scheduled to begin in October 2023.

 

ISSUE:

Envision New Braunfels includes a future land use map with geographic sub-areas and future centers of anticipated activity. A land use fiscal assessment will provide cost estimates to deliver services based on typologies of existing developments, and project municipal revenues and costs associated with the future centers. Data learned from this assessment will be utilized to help define, clarify and inform recommended updates to the future land use map and overall comprehensive plan; to implement land use and infrastructure policies that support an approach to growth and development that is more resilient, equitable, sustainable and data-driven; and to build an informed public input process for the comprehensive plan update.

 

 

FISCAL IMPACT:

The funding for this project is incorporated in the Planning and Development Services Budget for FY 2024, therefore sufficient funds are available.

Staff recommend approval of a contract with Verdunity, Inc. to conduct a Land Use Fiscal Assessment of existing conditions as an initial study for the Envision New Braunfels Comprehensive Plan update.
