BACKGROUND INFORMATION:
SDC Development, LLC is the developer of the Weltner Farms Subdivision located in the city limits and on Weltner Road north of the Avery Park Subdivision. The developer has received approval for the master plan, which includes 251 single-family dwelling units.
Weltner Road between State Highway 46 and the city limit is approximately 4,300 feet with a variable pavement width of 16 to 18 feet. The developer is required to widen approximately 3,860 feet of Weltner Road to 24 feet as part of the master plan and associated traffic impact analysis (TIA) to provide public access to the development. The section of Weltner Road is on the city’s Thoroughfare Plan and Roadway Impact Fee Capital Improvement Program.
Recent utility work and associated pavement repairs have improved Weltner Road; however, the roadway, pavement, and drainage systems require improvement to accommodate future development. The city and developer coordinated improvements in addition to the TIA requirements for the Weltner Road Project. These improvements include the complete reconstruction of the roadway, a new culvert at the low water crossing, and improvements to the bar ditch and driveways.
The Weltner Road Development Agreement, executed in August 2023, established the terms and conditions for the scope of work, project costs, change orders, city contribution, and construction of the Weltner Road Project.
The first amendment to the agreement modifies the city contribution terms by limiting the city's contribution through roadway impact fees to no more than 30% of the project's final cost. It is anticipated that the city contribution will be reduced by $300,000 based on the project estimate.

Provide a system of convenient and safe transportation facilities through comprehensive, cooperative, and continuing planning and development.
FISCAL IMPACT:
The city will contribute an estimated $652,181.40 toward the Weltner Road Project through the credit of roadway impact fees based on a final cost estimate of $2,173,938. Funds are available in Roadway Impact Fee Service Area 6.
