BACKGROUND INFORMATION:

On September 21, 2022, in a quarterly workshop meeting, staff presented the New Braunfels Economic Development Corporation (NBEDC) with results of a survey in which the Board ranked eligible economic development projects. Phase One of the Downtown Right-of-Way (ROW) Enhancement Project was ranked as the 5th highest priority.

Pedestrian circulation and walkability are critical success factors identified in various downtown planning efforts. The Downtown ROW Enhancements Project aims to develop hardscape and softscape elements within the ROW to enhance the pedestrian experience through improved walkability, safety, and visibility. The scope of the project includes the following:

- Infill sidewalk gaps and improve existing walkways to ensure ADA compliance

- Add crosswalk enhancements, including bulb outs

- Where appropriate, evaluate additional trees and low maintenance landscaping

- Where appropriate, evaluate additional lighting and wayfinding elements

The project is focused on the following streets:

- Academy Avenue - from San Antonio Street to Bridge Street

- Mill Street - from Academy Avenue to Market Avenue

- Market Avenue - from Mill Street to Tolle Street

The NBEDC approved the Phase 1 final design of this project at its June 15, 2023 meeting.

This presentation will provide a status update on the project and information to evaluate options for the additional lighting, landscaping, and underground utility conversions.
