BACKGROUND INFORMATION:

The City of New Braunfels issued a solicitation on September 12, 2023 seeking a qualified consultant to provide administrative support for the City’s Community Development Block Grant (CDBG) program due to the complexity of the federal regulations and requirements in the U.S. Department of Housing and Urban Development (HUD) CDBG program. Services include the administration and management of the program, and the facilitation and resolution of HUD project monitoring activities.

 

A Request for Proposal (RFP) was issued on September 12, 2023, to obtain proposals from consultants capable of providing administrative support for the City’s CDBG program. The City received two proposals which were opened on September 28, 2023. The proposals were evaluated based upon criteria such as Professional Qualifications and Experience, Demonstrated Experience and Expertise in Projects/Contracts of Similar Scope, Recommended Approach to Management of City’s Program, and Proposed Fee.

 

After review and consideration of the proposals, Staff recommends award of the contract to Community Solutions.

 

The base term of the contract will begin on October 1, 2023, through September 30, 2026. Additionally, there are two, one-year options to renew for a combined total of five years.

 

The cost per year is a flat fee of $67,200 for five years at a total contract of $408,000 and is supported by the CDBG fund using an allocation of federal funding.

 

 

 

ISSUE:

The proposed contract supports the City’s Strategic Priorities as follows:

20. Protect the integrity of our neighborhoods.

 

 

FISCAL IMPACT:

There is no direct fiscal impact to the City as the contract costs will be paid from the CDBG fund using an allocation of federal funding.
