BACKGROUND INFORMATION:

A request for proposals (RFP 24-030) was issued on September 6, 2024 requesting a company to serve as a contractor to enforce parking regulations in Downtown New Braunfels and in select City parks. The request sought out a turnkey approach to managing and collecting City parking revenues, performing parking citation duties, providing parking enforcement tools, and supplying and managing back-of-house software and services to perform fee and citation revenue collections.

 

Four responses were received by the posted deadline and a city team evaluated the applications in October 2024. Two finalists were selected and follow-up interviews were conducted. City Council received an update on the process at its February 17th, 2025 Council Retreat.

 

Interstate Parking Company was selected as the finalist for this RFP. The terms of the contract shall be a three (3) year term at an annual fixed rate fee of $265,672.00 with an allowance of a consumer price index (CPI) adjustment annually not to exceed 3%. The City will have the option to extend the term of the contract for two (2) additional one-year periods.

 

ISSUE:

Award a contract for Parking Management in Downtown New Braunfels and in select City parks.

FISCAL IMPACT:

The contract will be paid by parking revenue collected. It is expected that this will be a revenue generating contract as the parking revenue is expected to exceed the annual operating costs.
