BACKGROUND / RATIONALE:
On May 11, 2013, the City of New Braunfels voters approved the Live Oak Ave/Katy Street Improvements Bond Project under Proposition 2 of the 2013 Bond Program. The purpose of the Live Oak Avenue/Katy Street Improvements Bond Project is to reconstruct a section of N. Live Oak Avenue to improve drainage at the intersection of Katy St. as well as to improve the low water crossing at the Dry Comal improving access to neighborhoods during and after storm events. On August 28, 2017, the City Council approved a Memorandum of Understanding with New Braunfels Utilities (NBU) for the issuance of joint solicitations and administration of roadway and utilities projects.
A joint competitive sealed proposal (CSP) solicitation with NBU was issued on June 28, 2018. A total of five proposals were received on August 14, 2018. Each submission was scored by City and NBU staff based on cost, relevant experience, and financial capacity. The proposals ranged in total project price from $5,024,601 to $6,482,029. Based on the scoring criteria Capital Excavation was selected as the best value proposer. Capital Excavation submitted a bid of $4,125,483 for the roadway and drainage improvements and a bid of $899,118 for the NBU utility improvements. The total joint project is $5,024,601. With the addition of a 10% construction contingency ($412,583) the total construction cost for the City’s roadway and drainage improvements to $4,538,031.96. Staff also recommends the addition of an owner’s contingency of $100,000. Staff also recommends a materials observation and testing services contract with Raba Kistner not to exceed $58,000.
This project is a joint bid project with NBU therefore final approval of the contract is contingent on approval from the NBU board on September 27, 2018.
