BACKGROUND INFORMATION:
The City currently collects Roadway Impact Fees as allowed by Chapter 395 of the Texas Local Government Code. As required by the code, the City began updating the Roadway Impact Fee Study, including land use assumptions and the capital improvements plan, in July 2025 and plans to approve the study update and amend the Code of Ordinances, Chapter 100, Roadway Impact Fees, including collected roadway impact fees in 2026.
At its August 17, 2026, meeting, City Council received a presentation reviewing the background, history, and legislative requirements of the Roadway Impact Fee program, along with an update on the study and the planned adoption schedule.
On September 14, 2026, City Council received a presentation and held a public hearing on the impact fee audit and received a presentation on the Roadway Impact Fee Study, including land use assumptions, the capital improvements plan, and the maximum assessable fee.
This presentation will provide additional information on the study update, capital improvements plan, maximum assessable fee, and possible scenarios for establishing collected fees.
ISSUE:
Provide information to support City Council decision-making on approving the update to the Roadway Impact Fee study and collected roadway impact fee.
