BACKGROUND / RATIONALE:

On May 14, 2018, City Council approved the City Manager to enter into a Local Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation for the pedestrian improvements over four different locations throughout the City: Seele Elementary, W. San Antonio Street, S. Walnut Street & McQueeney Road.  As part of the LPAFA, the City is responsible for all costs of project design development.  Therefore, the City advertised a Statement of Qualifications for engineering services and received 15 submissions from various engineering firms.

 

After evaluation of the submitted qualifications and interviews with the top ranking firms, staff recommends the City enter into a professional services design contract with CobbFendley for $305,058.30.

FISCAL IMPACT:

The initial budget of ancillary costs for this project are underlined below:

 

Total Project Costs - $1,709,166 (estimate)

Federal TASA participation - $1,213,369 (reimbursable)

State Participation - $87,058

Local Participation - $405,468 (20% construction & state administration; non-         reimbursable)                      

- $450,000 (ancillary costs: project design, ROW, environmental, project overages; non-reimbursable)

 

 

The negotiated proposal submitted by CobbFendley is $305,058.30.
