BACKGROUND / RATIONALE:

The City of New Braunfels solicited a bid in November 2016 for a qualified firm to perform a study to determine the feasibility of adding a permanent drop-off location that is for, at minimum, the following waste streams: household hazardous waste, electronics, bulky goods, brush, single-stream recyclables, plastic foam #6, and scrap metal. The study is intended to provide useful data and guidance for long-term planning purposes.

 

A Request for Proposal solicitation was issued on November 2, 2016 for the performance of a feasibility study for the Solid Waste department. Proposals were opened on December 5, 2016 and three (3) responses were received. The proposals were evaluated based upon the Professional Qualifications and Experience, Demonstrated Project Experience and Expertise in Projects of Similar Scope, Recommended Approach to Completion of Project, and the Proposed Cost submitted by each proposer.

 

After review of the proposals, the highest ranking vendor is NewGen Strategies and Solutions, LLC.

 

The total cost of the study is not to exceed $39,010. Funding for the study will be jointly paid for by a Texas Commission on Environmental Quality (TCEQ) pass-through grant, managed by the Alamo Area Council of Governments (AACOG), for $20,000 and by the Solid Waste Fund of the City.

 

As the study is partially funded by a grant, it will have a committee comprised of City employees, the consultants’ representatives, an AACOG representative and a TCEQ representative. Although no public hearings are planned to be held, meetings may be open to the public. Committee members will be included on all correspondence.

 

All work for the study under the grant project must be completed no later than May 1, 2017.  All invoicing and payment has to be completed by June 30, 2017.

FISCAL IMPACT:

Funding for the Study will be covered by the Solid Waste Fund of the City and by a Texas Commission on Environmental Quality (TCEQ) pass-through grant, managed by the Alamo Area Council of Governments (AACOG). Therefore, sufficient funds are available to award the contract as described above.
