BACKGROUND / RATIONALE:

In October 2007, City Council approved an interlocal agreement with Ector County to allow the City to utilize contracts awarded by the county; such as online auctions of surplus vehicles and equipment via the County’s awarded contractor, Rene Bates. The City of New Braunfels has since completed many successful online auctions - the City has sold 238 vehicle and miscellaneous items for a total of $1,540,343 since April 8, 2008.

 

The City Manager has the authority to declare vehicles and items to be considered surplus if their value is under $5,000. Staff anticipates that the vehicle currently designated for auction will ultimately be sold for less than this threshold. However, to ensure compliance with City code, staff requests that City Council declare a 1999 International 4700 dump truck to be considered surplus.

 

Additionally, staff is requesting Council approval to sell a total of three (3) Police specification Ford F-350 Econoline box vans directly to the City of Brownsville, an area law enforcement agency. Two (2) of the vans have been utilized as ambulances and one (1) of the vans has been used as a prisoner transport vehicle. 

 

The vehicles proposed for sale are model years 1993 through 2001. The City of Brownsville has agreed to pay $9,100 for the three (3) vehicles; this is consistent with the average sale price for these vehicles when sold at auction.

 

The sale of these units to the City of Brownsville is a beneficial transaction for all parties. The City of Brownsville does not have sufficient budget to purchase new vehicles; therefore it is a significant cost savings to them to purchase the equipped vehicles from the City of New Braunfels. The City of New Braunfels saves the cost of labor associated with decommissioning (removing all Police equipment) the units which would be necessary if they were being sold at auction.

 

These units will be sold “as is-no warranty” and include equipment such overhead light bars, center consoles, rear cage divider, sirens and light control boxes, and siren speakers. The City of Brownsville will be responsible for all required action, any cost, and future accountability of the purchased vehicles.

FISCAL IMPACT:

All proceeds from the auction and direct sales will be placed into the Equipment/Vehicle Replacement Fund to offset the cost of replacement vehicles and for other equipment purchases.
