Approval of a Letter of Agreement for Construction Services with Enterprise Texas Pipeline LLC for adjustments to their natural gas transmission lines as required to accommodate the Alves Lane Improvements Project.

BACKGROUND / RATIONALE:

The Alves Lane Improvement Project was approved under Proposition Two of the 2013 Bond Program. The project will improve drainage adjacent to Alves Lane from SH-46 to Barbarosa Road and also includes the reconstruction of Alves Lane. Moreover, the project includes sidewalks on both sides of the roadway and ultimately has a positive impact on traffic congestion on SH-46.

 

The proposed improvements to Alves Ln. include widening the roadway and lowering the Floating Star Channel within an existing utility easement owned by Enterprise Texas Pipeline. Under the terms of the easement the City is required to fund modifications to the pipeline facilities required to accommodate City improvements. On August 22, 2016 City Council approved the Encroachment Agreements as well as an initial Reimbursable Agreement with Enterprise Texas Pipeline LLC in the amount of $98,000 for services to evaluate and design modifications to their facilities with the understanding that staff would present a second Reimbursable Agreement for the construction required within the utility easement. Having completed their design & evaluation, Enterprise Texas Pipeline has submitted a Reimbursable Agreement for services to construct modifications to their facilities in the amount of $437,000.

FISCAL IMPACT:

Expenditures associated with design and utility coordination are a component of the Alves Lane Improvements Project.  Therefore, sufficient funds are available to approve the Reimbursable Agreement as described above.
