BACKGROUND / RATIONALE:

The 2009 Downtown Implementation Plan (Plan) is intended to guide policy and funding decision making for the City, development community and other stakeholders in order to spur economic development projects in downtown New Braunfels.  The Plan recommends improving accessibility and continuity in the sidewalk system by repairing or constructing broken or missing sidewalks segments, improving crosswalks around Main Plaza, and retrofitting sidewalks to adhere to ADA standards.  

 

In 2011, the City of New Braunfels contracted with the landscape architecture firm Baker-Aicklen to develop a schematic design incorporating some of the Plan’s specific walkability, circulation and aesthetic recommendations.  In 2012 Baker-Aicklen was contracted to complete the survey and design of the proposed sidewalk improvements. Baker-Aicklen provided 90% construction documents before going out of business in 2015.   

 

On November 23, 2015, City Council approved a Task Order with the firm of RPS-Klotz Associates, Inc. under the City’s Indefinite Quantity/Indefinite Quantity (IDIQ) contract to complete the construction documents, assume ownership of the project as engineer of record, and provide construction administration services.

 

On July 11, 2016, City Council approved the issuance of an invitation for a Competitive Sealed Proposal (CSP) as the procurement method for the contract to construct Phases 1A, 1B, & 1C of this project. Phases 1A & 1B include the Main Plaza. Phase 1C includes San Antonio Street from Clemens Avenue to Gilbert Avenue. The City received four proposals on September 21, 2016. The proposals have been evaluated by City staff with a recommendation to award to Myers Concrete.

 

In effort to maintain the current project budget City staff as Myers Concrete have negotiated a scope modification which limits Phase 1C of the project to San Antonio St. from Gilbert Avenue to Hill Avenue. Additionally the segment between Academy Avenue & Hill Avenue is being considered as an Additive Alternate pending availability of the contract contingency.

FISCAL IMPACT:

The project budget has $1,981,328.59 available for construction. The base contract amount with Myers Concrete is for $1,681,901.30 leaving $299,427.29 as contingency.

 

Recommendation

COMMITTEE RECOMMENDATION:

The Downtown Board recommended proceeding with the proposed project phasing and bidding process at their meeting on June 21, 2016.

 

STAFF RECOMMENDATION:

Staff recommends approval of a contract with Myers Concrete in the amount of $1,681,901.30 to construct Phases 1 A, 1B, and 1C of the Downtown Sidewalk Improvements Project and authority for the City Manager to approve any changes up to the contingency amount of $299,427.29.
