BACKGROUND / RATIONALE:

Tetra Tech, in conjunction with the Wurstfest Association and other project partners, is moving forward with the submittal of a grant application to the Interlocking Concrete Paver Institute (ICPI) to design, build, and monitor approximately 5,000 ft2 of interlocking permeable pavers at the Wurstfest grounds. The project includes a monitoring component that will test the effectiveness of permeable pavers to infiltrate stormwater and remove pollutants typically found in stormwater runoff.

 

The City is seeking Council approval to participate in the project by providing in-kind services. Specifically, these in-kind services include utilizing City staff and equipment to install temporary erosion control devices and to excavate and remove existing pavement and underlying material.

 

The project can be considered a pilot project that will provide City staff and local developers with information on the cost and feasibility of using permeable pavers to treat stormwater runoff and meet water quality control requirements set forth in the City’s Drainage and Erosion Control Design Manual. By partnering on the project, the City will meet a requirement of the City’s Stormwater Management Plan. The project will also improve the quality of stormwater runoff entering the Comal River.

 

The ICPI was established in 1993 and has over 1000 members representing producers, contractors and suppliers of concrete pavers.  The ICPI Foundation funds grant projects that promote the understanding, use and demonstration of permeable pavers.  The ICPI promotes research focusing on performance of pavers to reduce stormwater flow and improve water quality.

FISCAL IMPACT:

The City will use staff and equipment to install temporary erosion control equipment, excavate existing pavement, and haul excavated material. Minor costs may be incurred that are associated with the disposal of excavated material.
