Title

Approval of the issuances of invitations for competitive sealed proposals on the Post Road, Klein Road, Solms Road/Morningside Drive, and Rueckle Road Projects since the City Council finds that this delivery method will provide the best value to the City.

Body

BACKGROUND / RATIONALE:

Klein Road was designed by Trihydro Engineering (Formerly River City Engineering). It reconstructs from Klein Way to FM 1044. The project includes sidewalks on both sides, widening, and drainage improvements.

Solms Road/Morningside Drive and Rueckle Road were two separate bond projects that were combined and designed by Moeller & Associates. This project includes sidewalks on both sides, drainage, and widening.

Post Road was designed by Pawelek & Moy Engineering. It is a part of the Citywide Street Improvements program. Projects in this program could include: Asphalt excavation and replacement, base repairs, curb repair/replacement, sidewalk repairs/replacement, and concrete diamonds around meter boxes and manholes.

All of these projects were approved in the May 2013 Bond Program in Proposition 1.

City staff recommends issuing invitations for Competitive Sealed Proposals (CSP) as the procurement method for the contracts to construct these projects. The CSP method allows the City to evaluate the most qualified contractors and the best value for the project. The evaluation of the proposals received by City staff will be presented to City Council for direction regarding the approval of a contract for construction.
