BACKGROUND / RATIONALE:
City Council's Strategic Priorities identified the City's legislative priorities, which include the pursuit of federal funding for priority projects. As the City continues to pursue alternative funding sources, advancing key legislative or project initiatives and various city objectives, professional support is key to the City's success.

During the past ten years Richard J. Leidl has provided federal legislative services for the City of New Braunfels. Mr. Leidl has assisted in obtaining federal funding for a number of projects by working with the City's congressional delegation on legislation to provide funding and by working with federal agencies to secure funding directly through specific programs. A few of Mr. Leidl's activities over the past year include:

* Working with the Federal Aviation Administration's Federal Contract Tower Program, to continue the approximately $350,000 in funding for the control tower at the Airport. In 2017, his efforts were focused on requesting support and working with the City's congressional delegation and the U.S. Contract Tower Association to ensure funding for FY 17 and FY 18. Mr. Leidl tracked and advised the City of developments throughout the process. In 2018, Mr. Leidl will continue to support the City for funding in FY 2019.
* Assisting the Airport in its efforts to obtain FAA approval to use Airport property for non-aviation purposes for an Aquifer Storage Recovery Project.
