Approval to provide Roadway Impact Fee funds to the Texas Department of Transportation for the construction of the Loop 337 and Hanz Drive traffic signal as part of the Loop 337 Improvement Project.

BACKGROUND / RATIONALE:
The Engineering Division conducted a traffic signal warrant analysis at Loop 337 and Hanz Drive. The results of the analysis indicate that a traffic signal is warranted at the location based on traffic volumes. The City of New Braunfels submitted the analysis and request for signal authorization to the Texas Department of Transportation (TxDOT) as required with the operations and maintenance agreement for traffic signals on the state highway system. Additionally, the city requested that the traffic signal be included in the TxDOT Loop 337 Improvement Project that is currently under construction. TxDOT reviewed the request and concurs with the recommendation for a traffic signal.
TxDOT designed the traffic signal at Loop 337 and Hanz Drive and it is included in the Loop 337 project. The estimated cost of the construction of the traffic signal is $250,000. The City is responsible for the cost of the new traffic signal and has identified Roadway Impact Fee funds to transfer to TxDOT as part of the Loop 337 Improvement Project Advanced Funding Agreement. Capacity improvements to Hanz Drive (Project 2-G) from Loop 337 to River Terrace has been identified as the eligible capital improvement project and the Loop 337 and Hanz Drive intersection is in Service Areas 2 and 3.

2006 Comprehensive Plan: Transportation Goal 21: Provide a system of convenient and safe transportation facilities through comprehensive, cooperative and continuing transportation system planning and development.
FISCAL IMPACT:
Roadway Impact Fee funds of $250,000 from Service Areas 2 and 3 will be transferred to the TxDOT to fund the construction of the traffic signal at Loop 337 & Hanz Drive. There is adequate fund balance in the service areas.
