Approval to submit the 2016 Community Development Block Grant Consolidated Annual Performance and Evaluation Report to the Department of Housing and Urban Development.

BACKGROUND / RATIONALE:

The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report required by the U.S. Department of Housing and Urban Development (HUD).  The report for Program Year (PY) 2016 identifies the level of progress and accomplishments during the past twelve months in meeting the priorities, goals and objectives of the Consolidated Plan prepared in 2015. The Consolidated Plan is a five-year strategic planning document, and this CAPER completes the second program year of the 2015-2019 Consolidated Plan. 

 

To receive HUD entitlement funds, the City annually submits a one-year Action Plan, including proposed projects and federal certifications.  The Action Plan is developed in accordance with the City’s Citizen Participation Plan.  After submission, projects are implemented in accordance with the approved one-year budget and certifications.  The CAPER is submitted to HUD after a fifteen-day review period. The CAPER is completed at the end of each program year as a financial summary and a narrative of the accomplishments for the corresponding CDBG Annual Action Plan.

 

The required public hearing held on November 27, 2017, reviewed the CAPER as required by HUD before submission.  The full report was available for review at the City Secretary’s Office and the New Braunfels Public Library during the fifteen-day comment period beginning November 22, 2017. The final CAPER will be delivered to HUD no later than December 29, 2017.
